Minnesota AG announces 10-year oversight agreement in North Memorial Health, Sanford Health merger

Minnesota Attorney General Keith Ellison has announced a comprehensive ten year oversight agreement following the merger of North Memorial Health and Sanford Health. The deal arrives just as the two systems prepare to officially join forces on September 1, creating what Ellison described as the first integrated urban rural health system in the state. To address public concerns regarding affordability and accessibility, the agreement mandates a 600 million dollar investment aimed at maintaining core services at North Memorial facilities in Robbinsdale and Maple Grove.

Beyond the metropolitan area, the agreement looks toward Greater Minnesota where Sanford already maintains a significant presence. As part of the deal, Sanford has committed 15 million dollars to support small and independent rural healthcare providers throughout the state. This strategic move is designed to protect the delicate balance of regional medicine while ensuring that quality care remains available regardless of geography.

The oversight agreement also secures several critical protections for both staff and patients. Specifically, it guarantees the continuation of mental health, reproductive, and gender affirming care at the Robbinsdale hospital. From a labor perspective, North Memorial CEO Trevor Sawallish confirmed that existing union contracts and collective bargaining agreements will be respected, noting that there will be no job eliminations resulting from the integration. Furthermore, the entities pledged to maintain their commitments to charity care and continued participation in Medicare and Medicaid programs.

This resolution follows months of apprehension from Twin Cities residents and faith leaders who feared that such a massive consolidation could lead to skyrocketing costs or reduced access for marginalized communities. Minister JaNae Bates Imari praised the result as a victory born from listening to community feedback. While the legal oversight lasts for a decade, Sanford Health CEO Bill Gassen emphasized that these standards should serve as permanent benchmarks rather than temporary requirements, stating that providing world class care to all Minnesotans is an ongoing obligation.
