NI health: Minister announces expert committee to review health services

Northern Ireland’s Health Minister Robbie Butler has announced the creation of a new independent expert advisory committee tasked with reviewing the delivery of hospital services across the region. The Reconfiguration Committee is designed to provide guidance on major or controversial proposals regarding permanent changes to health and social care. According to the minister, the group will combine clinical and public interest expertise to rigorously scrutinize evidence concerning patient safety, service quality, and long term sustainability rather than simply taking existing data at face value.

To maintain objectivity, it is understood that the committee will primarily consist of health professionals from outside Northern Ireland. This panel will evaluate current evidence and findings from previous public consultations, including reports from various Royal Colleges. While Minister Butler has promised that the committee’s advice will be published to ensure transparency and accountability, he remains the ultimate decision maker on any resulting changes to the system.

The announcement has met with significant pushback from medical professionals and political figures who fear it is merely a stalling tactic. Dr Alan Stout of the British Medical Association expressed surprise at the move, noting that his organization had not been consulted. He warned against adding another layer of bureaucracy during a crisis, suggesting that there is already ample evidence available and that many sectors of the health service are currently experiencing transformation by collapse due to a lack of definitive action.

Political reactions have been similarly mixed. While Sinn Fein MLA Philip McGuigan suggested the move could bolster public confidence if handled transparently, others were more critical. DUP spokesperson Diane Dodds described the initiative as can kicking for political purposes, while Alliance MLA Nuala McAllister accused the minister of dodging difficult decisions. With elections looming next May, critics question whether this latest review represents genuine progress or simply another attempt to defer unpopular choices about the future of Northern Ireland’s hospitals.
